The reason for CIVICAi’s existence is to raise public awareness and advocate for citizen participation in the safe and ethical deployment of AI. The continuous emergence of AI applications, primarily generative AI (GenAI), which are rapidly reaching millions of people worldwide, has placed the social, economic, and environmental impact of this technology, as well as its ethical implications and significance for the future of humanity and the planet, at the forefront of public debate.
CIVICAi works to turn this public concern into action through collaboration and alliances with civil society entities via its Social Council, and by adopting the following principles:

In order to develop these principles harmoniously and address the challenges and opportunities of the 4.0 Revolution, with a focus on participatory AI governance for the common good, CIVICAi has approved the Civic Artificial Intelligence Protocol as a conceptual and operational framework to face the era of GenAI and the future of Artificial General Intelligence (AGI).
The protocol offers a balanced view of the impact of AI in general, and GenAI in particular, in areas such as ethics, work, sustainability, and culture, while proposing mechanisms to ensure responsible and inclusive AI. More than just a technical manual, the protocol includes frequently asked questions and a glossary of key terms to facilitate understanding of AI and its impact. It is an essential tool for citizens, professionals, and policymakers who want to understand and actively participate in shaping a future where AI and human intelligence coexist in a transformative and balanced manner.

These objectives are aligned with the conclusions of the IASEAI’25 Inaugural Conference, held in Paris on February 6 and 7 of this year. The event was attended by prominent representatives from academia, industry, the media, governments, and civil society, including the President and Vice President of CIVICAi. CIVICAi’s representation at IASEAI’25 presented a poster proposing the creation of a global Agency/Foundation/Organization for AI Governance, with the structure and functions outlined in the attached diagram.
This is the proposal that CIVICA adopts as a starting point for initiating a discussion on how global AI governance should be structured, with the goal of benefiting humanity.
